RO e-Transport: Who Must Report and What Are the Transporters’ Responsibilities

The implementation of RO e-Transport brings a major operational shift for everyone involved in freight transport. At GOPET, we understand the challenges posed by the new legislation and aim to provide clarity on the concrete obligations of each party.

Who must report under RO e-Transport?

The system applies to two main categories of shipments:

  • Domestic shipments of high fiscal risk goods
  • All international shipments using vehicles over 2.5 tons

For domestic shipments, reporting is required by:

  • The Romanian supplier – in the case of local sales;
  • The economic operator – for shipments between locations within Romania with no commercial transaction.

For international shipments, reporting applies to:

  • The importer (for inbound customs declarations);
  • The exporter (for outbound declarations);
  • The Romanian recipient (for intra-EU acquisitions);
  • The Romanian supplier (for intra-EU deliveries);
  • The warehouse operator – in transit or temporary storage scenarios.

What are the responsibilities of transporters and drivers?

Transporters must:

  • Transmit GPS data in real time throughout the journey;
  • Generate and provide the UIT code to the driver before departure;
  • Ensure all declared information is accurate.

Drivers must:

  • Carry transport documents including the UIT code;
  • Keep the GPS tracking system active for the entire trip;
  • Present the UIT code and documents when requested by authorities.
